June 20, 2024
For the 5th consecutive year, De Gaulle Fleurance published its Observatory of Energy Transitions. In 2024, the focus will be on self-consumption of electricity both individual and collective. These Observatories are designed to share, De Gaulle Fleurance’s expertise and stimulate public debate on crucial ecological and societal transitions. This year’s objective is to compare the regulatory frameworks of nine countries – Brazil, Colombia, France, Germany, Greece, India, Togo, Turkey, and the UK, in terms of taxation, financing methods, and the specificities of self-consumption with a special emphasis on the European Union. Rokas Law Firm is contributing the chapter for Greece authored by Mira Todorovic Symeonides, Partner and Panagiota Maragkozoglou, Associate. They detail the evolution and regulatory framework of self-consumption in Greece (pages 64-78). Initially driven by EU directives, Greece incorporated self-consumption into national law by 1999, with further regulations for renewable energy sources (RES). Programs for self-consumption include net metering and virtual net metering, supported by various laws and state funding, such as the Recovery and Resilience Fund. Key players include energy suppliers and public entities, with motivations like cost hedging and energy autonomy. Various models of self-consumption exist, including individual, collective, and energy communities.
